Aceasta precizeaz\u0103, \u00eentr-un interviu, c\u0103 pia\u0163a imobiliar\u0103 trece printr-o perioad\u0103 de impredictibilitate, pe fondul r\u0103zboiului de la grani\u0163\u0103, al m\u0103surilor post pandemice \u015fi al infla\u0163iei. Din perspectiva achizi\u0163iei de locuin\u0163e prin credit, b\u0103ncile au acoperit cererile de credite ca \u00eentr-o perioad\u0103 normal\u0103, ne-a mai spus, printre altele, Gabriela Folcu\u0163.<\/strong><\/p>\n<p class=\"par\" style=\"text-align: justify;\"><b>Reporter:<\/b> Cum rezist\u0103 sistemul bancar provoc\u0103rilor care au luat na\u015ftere ca urmare a r\u0103zboiului de la grani\u0163\u0103?<\/p>\n<p class=\"par\" style=\"text-align: justify;\"><b>Gabriela Folcu\u0163:<\/b> Sistemul bancar din Rom\u00e2nia este solid \u015fi rezilient \u015fi poate s\u0103-\u015fi \u00eendeplineasc\u0103 mandatul implicit pe care \u00eel are. Indicatorii de solvabilitate \u015fi lichiditate plaseaz\u0103 sectorul bancar \u00een r\u00e2ndul celor mai solide din UE. Indicatorul de solvabilitate a ajuns la 21,73% \u00een luna decembrie 2022. Gradul de acoperire cu provizioane a creditelor neperformante era de 66% la finele anului 2022, mult mai ridicat fa\u0163\u0103 de media european\u0103.<\/p>\n<p class=\"par\" style=\"text-align: justify;\">Creditele noi acordate de b\u0103ncile din Rom\u00e2nia popula\u0163iei \u015fi companiilor \u00een anul 2022 s-au cifrat la 126,7 miliarde lei, cre\u015fterea fa\u0163\u0103 de anul 2021 fiind de peste 14%. Companiile sunt cele care au impulsionat creditarea \u015fi au absorbit aproximativ 60% din finan\u0163\u0103rile noi oferite de sistemul bancar sectorului neguvernamental. La nivel de sold s-a observat o decelerare a ritmului de creditare, \u00eens\u0103 o analiz\u0103 complet\u0103 a credit\u0103rii trebuie s\u0103 aib\u0103 \u00een vedere \u015fi volumul creditelor noi. Implicarea b\u0103ncilor \u00een opera\u0163ionalizarea unei p\u0103r\u0163i din Planul Na\u0163ional de Redresare \u015fi Rezilien\u0163\u0103, preconizat\u0103 s\u0103 demareze anul acesta, este unul dintre elementele care poten\u0163eaz\u0103 cre\u015fterea economic\u0103.<\/p>\n<p class=\"par\" style=\"text-align: justify;\">Sistemul bancar a solu\u0163ionat toate provoc\u0103rile ap\u0103rute \u00een contextul r\u0103zboiului de la grani\u0163\u0103, inclusiv momentele mai pu\u0163in pl\u0103cute c\u00e2nd au existat retrageri mai mari de numerar pe fondul impactului emo\u0163ional de moment al r\u0103zboiului.<\/p>\n<p class=\"par\" style=\"text-align: justify;\">Dup\u0103 o perioad\u0103 \u00eendelungat\u0103 de fake news-uri, recomandarea pe care o reiterez este ca to\u0163i s\u0103 ne lu\u0103m informa\u0163ia din surse oficiale, de la institu\u0163iile abilitate s\u0103 emit\u0103 o informare \u015fi nu de pe re\u0163elele sociale sau de la persoane neavizate \u015fi care nu sunt angaja\u0163i \u00een cadrul institu\u0163iilor responsabile.<\/p>\n<p class=\"par\" style=\"text-align: justify;\"><b>Reporter:<\/b> Ce efecte resimt b\u0103ncile \u00een zona creditelor acordate ca urmare a cre\u015fterii dob\u00e2nzilor? A crescut rata de neperforman\u0163\u0103 \u015fi cu c\u00e2t?<\/p>\n<p class=\"par\" style=\"text-align: justify;\"><b>Gabriela Folcu\u0163:<\/b> Rata creditelor neperformante a continuat trendul descendent, fiind de 2,65% la finele anului 2022. Aceast\u0103 tendin\u0163\u0103 a fost favorizat\u0103 \u015fi de sprijinul acordat de sistemul bancar clien\u0163ilor care au \u00eent\u00e2mpinat dificult\u0103\u0163i financiare temporare \u00een contextul crizelor suprapuse. \u00cen ultimii trei ani, aproximativ 800.000 de clien\u0163i debitori ai b\u0103ncilor, \u00een mod special persoanele fizice, au beneficiat de m\u0103surile de restructurare implementate, cea mai cunoscut\u0103 fiind am\u00e2narea la plat\u0103. Clien\u0163ii care \u00een prezent \u00eent\u00e2mpin\u0103 dificult\u0103\u0163i financiare la plata creditelor pot merge s\u0103 discute cu banca la care au contractat \u00eemprumuturile s\u0103 g\u0103seasc\u0103 solu\u0163iile optime pentru situa\u0163ia lor. Partea pozitiv\u0103 este c\u0103 avem semnale care indic\u0103 o decelerare a ratei infla\u0163iei, ceea ce \u00eenseamn\u0103 c\u0103 vor urma sc\u0103deri ale dob\u00e2nzilor.<\/p>\n<p class=\"par\" style=\"text-align: justify;\">B\u0103ncile au reversat unele provizioane constituite \u00een perioada pandemiei, c\u00e2nd riscul de neplat\u0103 era mai ridicat. Chiar \u015fi Banca Na\u0163ional\u0103 a Rom\u00e2niei evalueaz\u0103 riscul de nerambursare a creditelor contractate de c\u0103tre sectorul neguvernamental ca fiind un risc sistemic moderat, nefiind un risc sistemic ridicat.<\/p>\n<p class=\"par\" style=\"text-align: justify;\"><b>Reporter:<\/b> Cu ce sentiment a \u00eenceput anul pia\u0163a bancar\u0103 \u015fi ce perspective are sectorul pentru anul \u00een curs?<\/p>\n<p class=\"par\" style=\"text-align: justify;\"><b>Gabriela Folcu\u0163:<\/b> Harta riscurilor la adresa stabilit\u0103\u0163ii financiare, elaborat\u0103 de Banca Na\u0163ional\u0103 a Rom\u00e2niei, include ca riscuri sistemice severe incertitudinile la nivel global \u00een contextul crizei energetice \u015fi al r\u0103zboiului din Ucraina \u015fi deteriorarea echilibrelor macroeconomice interne, inclusiv ca urmare a evolu\u0163iilor geopolitice regionale \u015fi interna\u0163ionale.<\/p>\n<p class=\"par\" style=\"text-align: justify;\">Riscul privind \u00eent\u00e2rzierea reformelor \u015fi a absorb\u0163iei fondurilor europene, \u00een special prin Planul Na\u0163ional de Redresare \u015fi Rezilien\u0163\u0103 este cotat de Banca Na\u0163ional\u0103 ca un risc sistemic ridicat, iar riscul de nerambursare a creditelor contractate de c\u0103tre sectorul neguvernamental este un risc sistemic moderat, a\u015fa cum am mai amintit.<\/p>\n<p class=\"par\" style=\"text-align: justify;\">Aceste riscuri la adresa stabilit\u0103\u0163ii financiare nu reprezint\u0103 nout\u0103\u0163i, \u00een sensul c\u0103 s-au reg\u0103sit \u015fi anul trecut, \u00eens\u0103 de gradul de materializare a acestora depinde \u015fi evolu\u0163ia economiei \u015fi, implicit, a sectorului bancar.<\/p>\n<p class=\"par\" style=\"text-align: justify;\">Pentru anul 2023, exist\u0103 o zon\u0103 de impredictibilitate, astfel c\u0103 este posibil s\u0103 asist\u0103m la continuarea trendului de decelerare a ritmului de cre\u015ftere a credit\u0103rii, cel pu\u0163in pentru o scurt\u0103 perioad\u0103. Aceasta este generat\u0103 \u00een special de situa\u0163ia conflictului de la grani\u0163ele Rom\u00e2niei, de cre\u015fterea dob\u00e2nzilor la credite pe fondul infla\u0163iei ridicate, chiar dac\u0103 premisele par favorabile unei sc\u0103deri de dob\u00e2nzi.<\/p>\n<p class=\"par\" style=\"text-align: justify;\">Anul trecut am afirmat c\u0103 era banilor ieftini a apus, cel pu\u0163in \u00een acea conjunctur\u0103 a crizelor suprapuse pe care le traversam, fie c\u0103 vorbim de criza pandemic\u0103, criza energetic\u0103 \u015fi infla\u0163ionist\u0103, dar \u015fi de cea legat\u0103 de r\u0103zboiul din Ucraina. Perspectivele privind continuarea trendului de decelerare a ratei infla\u0163iei, dup\u0103 dou\u0103 luni de reducere, p\u00e2n\u0103 la nivelul de 15,1% \u00een luna ianuarie, creeaz\u0103 premisele privind reducerea dob\u00e2nzilor.<\/p>\n<p class=\"par\" style=\"text-align: justify;\">Astfel c\u0103 sistemul bancar a \u00eenceput anul cu un sentiment pozitiv alimentat at\u00e2t de decelerarea ratei infla\u0163iei, c\u00e2t \u015fi de perspectivele de dezvoltare a economiei Rom\u00e2niei, prin implicarea \u00een opera\u0163ionalizarea Planului Na\u0163ional de Redresare \u015fi Rezilien\u0163\u0103.<\/p>\n<p class=\"par\" style=\"text-align: justify;\"><b>Reporter:<\/b> Cum percepe sistemul bancar evolu\u0163ia infla\u0163iei, accentuarea crizei energetice \u015fi mi\u015fc\u0103rile de politic\u0103 monetar\u0103 ale BNR?<\/p>\n<p class=\"par\" style=\"text-align: justify;\"><b>Gabriela Folcu\u0163:<\/b> Mandatul b\u0103ncilor centrale este \u00een continuare unul dificil, \u00een condi\u0163iile \u00een care presiunile infla\u0163ioniste sunt de natur\u0103 exogen\u0103, chiar dac\u0103 exist\u0103 premisele favorabile de care vorbeam. \u00cen pa\u015fi caden\u0163a\u0163i, b\u0103ncile centrale au crescut dob\u00e2nzile de politic\u0103 monetar\u0103 pentru a tempera infla\u0163ia, dar cu grija necesar\u0103 pentru a nu exercita o presiune prea ampl\u0103 asupra economiilor, astfel \u00eenc\u00e2t s\u0103 nu asist\u0103m la deceler\u0103ri prea abrupte ale ritmului de cre\u015ftere economic\u0103 sau chiar recesiuni. \u00cen Rom\u00e2nia cred c\u0103 ajustarea tabloului de politic\u0103 monetar\u0103 s-a realizat optim. Avem cre\u015ftere economic\u0103 de 4,8% \u015fi o infla\u0163ie \u00een sc\u0103dere. Pe termen scurt \u015fi mediu, sunt a\u015fteptate ajust\u0103ri \u00een jos ale dob\u00e2nzii de politic\u0103 monetar\u0103, chiar dac\u0103 acest aspect nu se va \u00eent\u00e2mpla imediat \u015fi nu cu amplitudini mari. Mai avem de a\u015fteptat, dar important este c\u0103 rata prognozat\u0103 a infla\u0163iei este de 7% pentru finele acestui an, cu un interval de incertitudine de +\/-2%.<\/p>\n<p class=\"par\" style=\"text-align: justify;\"><b>Reporter:<\/b> Care a fost parcursul dob\u00e2nzilor la credite\/depozite, \u00een sistem, \u00een 2022?<\/p>\n<p class=\"par\" style=\"text-align: justify;\"><b>Gabriela Folcu\u0163:<\/b> \u00cen pofida cre\u015fterii infla\u0163iei, dar \u015fi a dob\u00e2nzii cheie, nivelul dob\u00e2nzii medii la creditele noi pentru locuin\u0163e \u00een lei se situa la mai pu\u0163in de jum\u0103tate din nivelul infla\u0163iei, la 7,41%, \u00een luna decembrie 2022. Pentru creditele ipotecare aflate \u00een sold, dob\u00e2nda medie era 7,52%, \u00een condi\u0163iile \u00een care infla\u0163ia era de 16,4%. \u00cen ceea ce prive\u015fte dob\u00e2nda la creditele de consum existente \u00een sold, aceasta se situa la 10,78% \u00een luna decembrie, fiind sub nivelul infla\u0163iei. Indicele ROBOR se plaseaz\u0103 acum la acela\u015fi nivel cu dob\u00e2nda de politic\u0103 monetar\u0103 \u015fi la mai pu\u0163in de jum\u0103tate fa\u0163\u0103 de nivelul infla\u0163iei. IRCC a crescut de la 1 ianuarie 2023, p\u00e2n\u0103 la 5,71%, acesta \u00eenregistr\u00e2nd o \u00eent\u00e2rziere de aproape 6 luni \u00een ceea ce prive\u015fte reflectarea nivelului dob\u00e2nzilor. Nici dob\u00e2nzile la creditele \u00een euro nu fac not\u0103 discordant\u0103.<\/p>\n<p class=\"par\" style=\"text-align: justify;\">La creditele ipotecare noi \u00een euro, dob\u00e2nda medie era de 5,31% \u00een decembrie, pentru c\u0103 \u015fi Banca Central\u0103 European\u0103 a fost nevoit\u0103, la fel ca BNR, s\u0103 majoreze dob\u00e2nda de politic\u0103 monetar\u0103. La depozitele \u00een lei constituite de popula\u0163ie, nivelul dob\u00e2nzii era de 7-8%, \u00een func\u0163ie de perioad\u0103. Constat\u0103m c\u0103 dob\u00e2nda medie la un credit ipotecar \u00een lei era aceea\u015fi sau chiar mai jos ca cea \u00een cazul unui depozit \u00een lei.<\/p>\n<p class=\"par\" style=\"text-align: justify;\"><b>Reporter:<\/b> Care va fi evolu\u0163ia dob\u00e2nzilor la credite, dar \u015fi la depozite, \u00een acest an?<\/p>\n<p class=\"par\" style=\"text-align: justify;\"><b>Gabriela Folcu\u0163:<\/b> ROBOR-ul \u00eenregistreaz\u0103 deja sc\u0103deri cu pa\u015fi timizi, ceea ce \u00eenseamn\u0103 c\u0103 unii clien\u0163i ar putea beneficia de reduceri ale ratelor, de amplitudini mici, la indexarea la 3M\/6M. Acest aspect s-ar putea \u00eent\u00e2mpla s\u0103 continue dac\u0103 vom avea \u00een continuare lichiditate crescut\u0103, dac\u0103 infla\u0163ia va continua trendul descendent \u015fi nu se materializeaz\u0103 vreun risc major prev\u0103zut sau nu. Ve\u015ftile bune privind sc\u0103derea important\u0103 a dob\u00e2nzilor pe care le pl\u0103tesc clien\u0163ii la creditele cu dob\u00e2nd\u0103 variabil\u0103 vor veni abia \u00een momentul \u00een care va fi temperat\u0103 infla\u0163ia \u015fi va fi ajustat\u0103 \u00een jos dob\u00e2nda de politic\u0103 monetar\u0103. Iar IRCC va avea acea \u00eent\u00e2rziere \u00een a reflecta nivelul dob\u00e2nzilor din pia\u0163\u0103, \u00een cazul acestuia mai urmeaz\u0103 cre\u015fteri.<\/p>\n<p class=\"par\" style=\"text-align: justify;\">\u00cencep\u00e2nd cu luna aprilie, nivelul IRCC va fi de aproape 6% la calculul ratelor consumatorilor lega\u0163i de IRCC pentru trimestrul al doilea din 2023.<\/p>\n<p class=\"par\" style=\"text-align: justify;\"><b>Reporter:<\/b> Cum apreciati pia\u0163a imobiliar\u0103 \u00een acest moment? Creditele noi \u00een euro pentru locuin\u0163e au accelerat \u00een 2022, apetitul de accesare fiind stimulat de nivelul dob\u00e2nzilor, cu toate c\u0103 \u015fi acolo se \u00eenregistreaz\u0103 cre\u015fteri. Indicatorul loan-to-value (LTV) mediu pentru creditele noi accesate a fost de 68%. Se va men\u0163ine tendin\u0163a de cre\u015ftere a credit\u0103rii pentru anul \u00een curs, chiar dac\u0103 ritmul de cre\u015ftere este posibil s\u0103 nu fie similar cu cel din 2022.<\/p>\n<p class=\"par\" style=\"text-align: justify;\"><b>Reporter:<\/b> Ce programe de educa\u0163ie financiar\u0103 derula\u0163i?<\/p>\n<p class=\"par\" style=\"text-align: justify;\"><b>Gabriela Folcu\u0163:<\/b> Cre\u015fterea nivelului de educa\u0163ie financiar\u0103 \u00een plan na\u0163ional reprezint\u0103 o prioritate convergent\u0103 pentru noi to\u0163i, ca institu\u0163ii din zona public\u0103 \u015fi privat\u0103. Educa\u0163ia financiar\u0103 \u015fi digital\u0103 reprezint\u0103 un pilon strategic al Asocia\u0163iei Rom\u00e2ne a B\u0103ncilor \u015fi acest aspect este reflectat \u015fi \u00een ponderea bugetului alocat pentru aceste programe.<\/p>\n<p class=\"par\" style=\"text-align: justify;\">Industria bancar\u0103 contribuie la formarea profesorilor \u015fi, implicit, a tinerei genera\u0163ii pentru cre\u015fterea gradului de educa\u0163ie financiar\u0103. Prin efectul de multiplicare, aproximativ 200.000 de elevi au beneficiat de informa\u0163ii complete de educa\u0163ie financiar\u0103 \u015fi digital\u0103 prin intermediul celor dou\u0103 cursuri pe care le desf\u0103\u015fur\u0103m. Amintesc c\u00e2teva din programele de educa\u0163ie financiar\u0103 \u015fi digital\u0103 desf\u0103\u015furate anul trecut care au continuitate \u015fi anul acesta:<\/p>\n<p class=\"par\" style=\"text-align: justify;\">&#8211; Cursul de educa\u0163ie economic\u0103 pentru clasa a VIII-a prin intermediul c\u0103ruia sunt forma\u0163i profesorii pentru a preda disciplina obligatorie &#8222;Educa\u0163ie social\u0103&#8221; elevilor de clasa a VIII-a.<\/p>\n<p class=\"par\" style=\"text-align: justify;\">&#8211; ARB preg\u0103te\u015fte grupe de formatori specializa\u0163i, cadre didactice din \u015fcoli \u015fi licee, prin parcurgerea \u015fi absolvirea programului &#8222;Educa\u0163ie \u015fi competen\u0163\u0103 bancar\u0103 pentru profesori&#8221;.<\/p>\n<p class=\"par\" style=\"text-align: justify;\">&#8211; Pastila de bun\u0103stare, pastile video de educa\u0163ie financiar\u0103 \u015fi digital\u0103 difuzate la TV, pentru care a fost atins un public de 600.000 de telespectatori \u00een cadrul campaniei #Dreptullabanking.<\/p>\n<p class=\"par\" style=\"text-align: justify;\">&#8211; Campanie de educa\u0163ie financiar\u0103 la metrou &#8211; Rom\u00e2nii au fost invita\u0163i, timp de o s\u0103pt\u0103m\u00e2n\u0103, s\u0103 \u00ee\u015fi testeze cuno\u015ftin\u0163ele de educa\u0163ie financiar\u0103 \u00een cadrul campaniei #Dreptullabanking. Aproximativ 22,5% dintre cei peste 4.000 de participan\u0163i au oferit r\u0103spunsuri corecte la peste 80% din \u00eentreb\u0103ri. Anul acesta campania se va desf\u0103\u015fura la Ia\u015fi, la mall.<\/p>\n<p class=\"par\" style=\"text-align: justify;\">&#8211; European Money Quiz &#8211; peste 2.700 de elevi cu v\u00e2rsta \u00eentre 13-15 ani din peste 180 de \u015fcoli, licee \u015fi colegii la nivel na\u0163ional au participat la finala na\u0163ional\u0103 a European Money Quiz de anul trecut.
